It is the only suburb we have mapped on the southern Gold Coast that reaches both ends of that range, and the practical meaning is blunt: an address here can be an apartment site near the beach or an acreage block behind the highway, and nothing about "building in Burleigh Heads" is true of both.
Rural residential on the Gold Coast
Currumbin and Palm Beach, immediately south, carry only Low and Medium density residential. Burleigh Heads carries Rural residential as well, on the land rising away from the coast. That zone changes the cost structure rather than the design: longer driveways and service runs, machinery access that has to be planned, potentially on-site wastewater rather than a sewer connection, and a bushfire exposure that is not the beachfront's exposure. A builder whose Burleigh work is all coastal infill has not necessarily priced a rural residential site four kilometres away.

The City Plan maps Very High Potential Bushfire Intensity in Burleigh Heads, along with High intensity and a Potential Impact Buffer. Part of the suburb sits inside Queensland's erosion prone area — a coastal setback measured from the shoreline with allowance for sea level rise, which restricts where a dwelling may sit rather than how it is built. Six acid sulfate soil features are recorded, against five in Palm Beach and two in Currumbin. Acid sulfate is an excavation-depth trigger: a pool, a basement or a significant cut crosses it, a standard slab usually does not.

The City Plan maps a Flood Assessment Required area rather than a graded flood risk. That is a procedural trigger: it means flood has to be assessed for development on affected land, and the resulting level is produced by the assessment rather than read off a map. Practically, it means you cannot settle the floor level from the overlay alone, and the assessment belongs early in the programme rather than late.
Landslide on the headland
A landslide hazard overlay is mapped, following the headland and the fall behind it. Where it applies, geotechnical investigation precedes any credible footing price, and on steep land it drives retaining as well as footings.
