What building in Ascot actually involves

Ascot carries both of Brisbane's character overlays across 2.8 km², and they are frequently spoken about as one thing. They are two different instruments doing two different jobs, and on a given block they can lead to opposite conclusions.

Two overlays, two separate questions

The Traditional Building Character Overlay asks whether an existing building may be removed. Where it reaches a property built in or before 1946, demolition of that form is generally not supported. The Dwelling House Character Overlay asks something else entirely: what a house should look like in this area — form, scale, and how it addresses the street — and it applies to new work. The first is a constraint on subtraction; the second is a constraint on addition.

Why the distinction decides the project

A block can sit under the second without the first — in which case building is constrained in appearance but a rebuild is not blocked. A block under both means the existing house largely stays and what you add to it is assessed against the area's character. A block under neither is an ordinary application. Those are three genuinely different projects, and the difference is a search against the address rather than a judgement about the street. Ask which of the two applies, by name, rather than asking whether the block "is character".

The 1946 test is about the building, not the look

A rendered, re-roofed, heavily renovated cottage is still a pre-1946 house to the traditional building overlay. Appearance is not the test and never has been. Get the construction date from council records before an offer.

Two flood mappings, and they are different problems

Both flood overlays are mapped. Overland flow is stormwater following the natural fall; creek and waterway is a watercourse leaving its channel. They can apply to different parts of the same block. Either sets a minimum floor level — and on a character property, where the floor level is partly fixed by what is being retained, resolving that interaction belongs with the designer early rather than with the certifier late.

Landslide, off the hill

A landslide overlay is mapped. Ascot rises from the river flats toward Hamilton Hill, and where the fall is significant a geotechnical report will drive the footing design and sometimes the siting.
