Why flat ground makes surface water worse

Overland flow is stormwater moving across the surface toward a drainage system that cannot take it fast enough. On a slope it concentrates, moves quickly and leaves. On flat ground it spreads, sits, and drains slowly, because there is very little fall to carry it away. The consequence for a build is that the mapped overland flow area on flat land can be wide rather than narrow, the depth can be shallow but persistent, and the design response is about levels and about not blocking the path — where the fences go, where the garage sits, how the driveway crosses the fall. A solid fence across a flow path on flat ground moves water onto a neighbour more effectively than the same fence on a slope.
