A Gippsland town with a listed centre and a development front on two sides of it.

Three contributions plans is the practical headline

Where a Development Contributions Plan Overlay applies, development attracts a levy toward the infrastructure that serves the area — roads, drainage, open space, community facilities — calculated under that specific plan. Three schedules (DCPO1, DCPO2, DCPO3) means three different plans with potentially different rates covering different parts of the town. Drouin, next door, carries two; Trafalgar carries one. On a new lot the question is not whether a contribution exists but which plan applies and whether the developer has already paid it. Ask for that in writing before you sign, because it is a four- or five-figure line that does not appear in a house price.

Two growth precincts

UGZ1 and UGZ2 are mapped. On Urban Growth Zone land, the approved precinct structure plan is the operative document rather than the zone — the plan settles the road layout, the open space, the lot pattern and the infrastructure sequence.
