What building in Trafalgar actually involves
Trafalgar is 67.92 km² with only four zone codes — the simplest zoning of the three Baw Baw suburbs we have published — and it is the only one carrying an Erosion Management Overlay. Neither Warragul nor Drouin has one. A small Gippsland township on land that, in places, is assessed as unstable.
The Erosion Management Overlay
An Erosion Management Overlay is mapped over ground liable to erode or slip, and any works require consent. Inland, that generally means slope and soil rather than a retreating coast: the overlay attaches to land where the ground is assessed as liable to move. A geotechnical assessment is what tells you the severity on a particular parcel, and it then drives the footing system, any retaining and the cut-and-fill balance. That is a structural cost rather than a paperwork one, and on a falling block it should be established before a fixed price is accepted rather than after the soil test comes back.
Four zones, and the Township Zone among them
General Residential Schedule 1, Rural Living Schedule 1, Township and Mixed Use are mapped. A Township Zone applies to settlements where a mix of uses is expected in a compact, low-scale setting — so the expectations there are about the character of a small town rather than about suburban development. On Rural Living land, the driveway, the service runs, the water supply and likely on-site wastewater become the build. Four codes is genuinely simple by the standards of this project, but they still describe three different projects.
One bushfire schedule, and what it triggers
A single Bushfire Management Overlay schedule is mapped and the suburb also carries bushfire-prone designation. Drouin carries two schedules and Warragul none. Inside a BMO the requirement is a planning permit trigger covering clearance around the house, ongoing vegetation management, firefighting vehicle access and a water source — so it reaches siting. Where it coincides with the Environmental Significance Overlay (ESO3) or the Significant Landscape Overlay (SLO1), the vegetation a bushfire plan wants managed may be the vegetation those overlays protect. Brief both assessments together.
Floodway and inundation
The scheme maps moving water and standing water separately. Floodway carries active flow during a flood and is the more restrictive — it constrains siting as well as level. LSIO is land that floods without being the main flow path. On a township on a creek system, which of the two reaches a block is the difference between a design constraint and a floor-level constraint.
Twenty-three heritage schedules
23 Heritage Overlay schedules are mapped — comparable to Cowes, well below Warragul's 123. A listing puts demolition and new work alike before the council, weighed against the significance on record. On the older township streets that is a real check, and it is the search that decides whether a project is a rebuild or a renovation.
One contributions plan, one development plan
A Development Contributions Plan Overlay (DCPO1) is mapped, so development on the land it covers attracts a levy toward infrastructure. A single Development Plan Overlay (DPO4) is mapped as well: where it applies, the council must sign off a development plan for the land before any permit follows. One of each is a light framework compared with Warragul's three and two — but light is not absent, and both are address checks with clear answers.
Regional programme, not regional rate
Two things shape a Trafalgar price that no map records. Trade availability in a small Gippsland town is thinner than in the regional centres, which reaches the programme more than the rate — a wait on a single trade can cost more than the trade does. And material delivery distance is a real line rather than a rounding.
