What can be built on it is generally governed by a precinct structure plan rather than by the ordinary zone provisions, which means the controlling document is a plan specific to that land — lot layout, road network, open space, and often the staging. For a homeowner buying into growth land, the practical consequences are that the answer to "what can I build" lives in that plan, and that the surrounding streets may not exist yet. Ask for the precinct plan by name, and ask what stage the land sits in.
A development contributions levy is mapped
DCPO1 applies. A Development Contributions Plan Overlay levies a set amount toward infrastructure, payable when the permit issues. It is real money, it is published rather than negotiated, and it is routinely missing from an early quote because it is a council charge rather than a building cost.
