New Town carries four different kinds of historical heritage mapping — a local heritage place, a local heritage precinct, a local historic landscape precinct, and a place or precinct of archaeological potential — plus three Specific Area Plans. It is the most densely controlled suburb we have published in Tasmania, and every one of those controls affects what a new building may be.

Four heritage mechanisms, four different tests

A local heritage place is a listed property. A local heritage precinct reaches unlisted properties and assesses new work against the character of the area. A local historic landscape precinct does the same for a landscape setting rather than a built streetscape — so siting, vegetation and how a building sits in its ground are what is assessed. And a place or precinct of archaeological potential attaches to excavation rather than to appearance. A New Town block can sit under more than one. Establishing which apply is genuinely the first step, because each produces a different design brief.

Three Specific Area Plans

The Calvary Hospital Surrounds, New Town Road and Northern Apartments Corridor Specific Area Plans are all mapped. A Specific Area Plan overrides parts of the standard zone provisions for the area it covers. The Northern Apartments Corridor plan is the one with the clearest signal in its name: where it applies, apartment development is contemplated, which is a statement about what may appear near a house as much as about what may be built on one. If the mapping says a plan applies to your land or the land beside it, read the plan.

Three zones, and no low-density or rural land

General Residential, Inner Residential and Urban Mixed Use are mapped — and nothing else. Neither Low Density Residential nor Rural Living appears anywhere in New Town, where Sandy Bay and Lenah Valley both carry them. On the low land toward the river the inundation band governs floor level and the erosion band governs siting; the investigation area says the erosion position on some land is not settled and needs assessment before it can be relied on. Sandy Bay, next along the Derwent, also carries a medium-active band; New Town does not, which means the ground question here is about potential instability rather than assessed current movement — a less involved engineering answer, though still a prerequisite rather than a parallel task.

Electricity transmission, and a communications buffer

New Town carries a communications station buffer area, an electricity transmission corridor, an inner protection area and a substation facility. These constrain development near high-voltage and communications infrastructure. They are mapped to specific land and they are not negotiable, so the address check is worth the minute it takes.

Inner-suburban site logistics

None of this is mapped, and all of it is in the price: narrow streets, limited or no side access, no on-site storage, scaffolding near boundaries, neighbours on both sides, and excavation adjacent to existing footings on a suburb where archaeological potential is separately mapped. A builder who works these streets prices those items. One who works greenfield carries them as an allowance, and an allowance on a constrained site is where variations come from.

What to establish first in New Town

Which of the four heritage mappings reach the block, because they produce different design briefs. Then whether one of the three Specific Area Plans applies — to your land and to the land beside it. Then the landslip band, because the geotechnical report gates the permit. Then the coastal and flood mapping if the block is low, and an honest assessment of site access.
