Turners Beach is the only one of the three Central Coast suburbs we have published that carries a flood-prone hazard area — and the only one whose landslip mapping stops at the medium band rather than reaching medium-active. Penguin and Ulverstone are the reverse on both counts. In a suburb of 7.14 km² between a river mouth and the sea, that combination is the whole shape of the site risk.
Flood-prone mapping is a separate mechanism to coastal inundation
Both are mapped here, and they are not the same thing. Coastal inundation is water arriving from the sea — tide, surge and sea level over the planning horizon — and it is mapped in high, medium and low bands. Flood-prone mapping is riverine and overland: water arriving down a catchment. A block can be exposed to one, both or neither, and where both apply, the governing floor level is the higher of the two. Establish both before a designer places a house, because they can point at different levels for different reasons.
Landslip, but not active landslip
Low and medium landslip bands are mapped. The medium-active band that appears in Penguin and Ulverstone does not appear here. That is a meaningful difference rather than a technicality: an active band describes ground assessed as currently moving, and it drives a more involved engineering answer and a longer programme. In Turners Beach a block in a mapped band still needs a geotechnical report before a building permit — that requirement does not change — but the answer is more likely to be a conventional one.
Two zones, and no low-density land
General Residential and Rural Living are mapped — and nothing between them. Penguin and Ulverstone both carry Low Density Residential; Turners Beach does not. The classification assessed for a site here has to account for weather crossing Bass Strait, and it drives framing, tie-downs and bracing before it drives anything an owner will see. Because it is assessed for the specific lot, a beach frontage and a block two streets inland can return different answers, and the price difference between them is real. Ask what classification a quote assumed and whether it was assessed or assumed. On an exposed frontage, an assumed classification is the single most common source of a post-contract variation.
