Penguin carries two Specific Area Plans — the Penguin Specific Area Plan and the Revell Lane Precinct Specific Area Plan — and a medium-active landslip hazard band, across 45.2 km². A Specific Area Plan displaces some of the ordinary zone rules across the land it covers, so on land inside either one, reading the zone will give you an incomplete picture.

Two plans, and which one applies

Turners Beach carries one Specific Area Plan and Ulverstone carries none. Two is the most in this council, and the practical instruction is narrow: establish whether either reaches the block, and if so, read that plan first. It is a short document and it is the one that will contradict your assumptions. A zone lookup that returns "General Residential" on land inside a Specific Area Plan is a true answer to the wrong question.

Medium-active landslip is a different statement

Low and medium landslip bands describe ground assessed as potentially unstable. A medium-active band says movement is not historical. Penguin and Ulverstone both carry it; Turners Beach does not. Under the Tasmanian Planning Scheme, a block in any mapped band needs a geotechnical report before a building permit — but in an active band the report is addressing ground currently assessed as moving, and the engineering answer is correspondingly more involved: deeper or piered footings, drainage design, careful control of cut and fill, and sometimes limits on where a structure can sit at all. Both the cost and the programme time are materially higher, and neither should be discovered after a contract.

The report comes before the permit, not alongside it

That sequencing is the part people miss.
