A very large area, a lake and estuary system through the middle of it, and a soil constraint that follows the water.

The mapping follows the low ground around Wagonga Inlet and the coastal lakes. Where it applies, excavating down to that class level triggers consent, and the spoil has to be dealt with under an approved plan, and disturbed soil needs treatment and monitored disposal. Where a block is unsewered, the wastewater field must be dimensioned and placed before the house is placed — and near a sensitive waterway that assessment is specific rather than generic.
Scale changes what "local" means

And distance itself is a cost: on a large block, the run from the street to the building platform drives the driveway, the service trenching, the concrete delivery and the machinery time.
