Boulder is the only suburb we have published in Western Australia with no designated Bush Fire Prone Area at all. Kalgoorlie, immediately adjacent, carries one; every other WA suburb in our data carries between one and nine. That absence removes the Bushfire Attack Level assessment and every construction requirement that follows from it — a genuine saving in both process and materials, and the clearest single difference between the two halves of this city.
What the absence actually removes
Where a block sits inside bushfire mapping, a BAL assessment is required and the rating it returns drives glazing, screening, decking, subfloor treatment and roof detailing. Ratings at the higher end can add a substantial sum to an otherwise ordinary house, and they can force changes to an elevation that has already been drawn. In Boulder none of that arises. Insulation levels, glazing performance, eaves depth, draught sealing and orientation all decide what the house costs to keep comfortable for its whole life, and all of them are cheaper at construction than as a retrofit. Ask a builder what energy rating their standard specification achieves and what a step up costs — the answer is usually a smaller number than owners expect.
