What building in Lilydale actually involves

Lilydale carries eleven residential zone codes — three General Residential schedules, four Neighbourhood Residential schedules, two Low Density schedules, a Residential Growth schedule and Rural Living — across 29.17 km². It is the only one of the three Yarra Ranges suburbs we have published with a Residential Growth Zone, and the only one with a Special Building Overlay. A township at the point where the hills meet the suburbs, zoned accordingly.

Eleven codes, pointing in different directions

A schedule is where the council varies the standard provisions, so GRZ1 and GRZ3 are different rules, as are NRZ1 through NRZ4. More importantly the zones themselves disagree: Neighbourhood Residential signals limited change and constrained height, Residential Growth signals substantial change, and Rural Living is acreage. All three are mapped here. The consequence for a homeowner is the familiar one and it matters more in Lilydale than in its neighbours: the control on the land behind you deserves the same search as the control on your own block.

The Special Building Overlay

A Special Building Overlay is mapped — the only one in the three Yarra Ranges suburbs we have published. It identifies land subject to overland flow from the urban drainage system: surface water when the pipes are at capacity. That is a different mechanism to the Land Subject to Inundation Overlay also mapped here, which is land flooded by a watercourse without being the main flow path. The SBO needs no creek, which is why it surprises people on developed land away from any obvious water. Where either applies, a permit is required and the floor and site levels are shaped by the drainage or floodplain authority.

Six landscape schedules

SLO1, SLO2, SLO5, SLO6, SLO22 and SLO23 are mapped — the most of the three suburbs. A Significant Landscape Overlay protects the landscape character of an area and reaches vegetation removal, siting and sometimes visual prominence. Six schedules means six different statements about what the landscape here is, and on the escarpment side of the suburb the visual prominence test is live rather than theoretical.

Bushfire and erosion, as in the rest of the shire

Three Bushfire Management Overlay schedules (BMO, BMO1, BMO2) are mapped and the suburb is mapped as bushfire-prone. Inside a BMO the requirement reaches defendable space, vegetation management, firefighting access and water supply — a siting matter. Two Erosion Management Overlay schedules (EMO, EMO3) are also mapped, applying to land subject to erosion or landslip, where a permit is required for works and a geotechnical assessment drives the footing system and any retaining. On the hills side of Lilydale both apply to the same ground, and the vegetation one wants managed is frequently the vegetation holding the other in place.
