Six ESO schedules is the highest on the Peninsula
ESO1, ESO17, ESO19, ESO25, ESO28 and ESO32 all intersect Mount Martha. An Environmental Significance Overlay is applied where identified environmental values need protection, and it typically requires a permit to remove vegetation and can require one to build. Six schedules means six different sets of objectives applying to different parts of the one suburb — coastal vegetation, creek environs and remnant bushland are not managed identically. The schedule number is the answer, not the overlay name.
Significant Landscape Overlay: the reason the place looks like this

Bushfire management on a vegetated coast
Two Bushfire Management Overlay schedules are mapped, BMO and BMO2, and the suburb intersects a designated bushfire prone area.
