Mildura carries eleven residential zone codes — including four separate Mixed Use schedules — and a Salinity Management Overlay, across 78.04 km². The salinity overlay is the one that distinguishes this part of Victoria from anywhere else we have published, and it is worth understanding before anything else on the page.
Salinity is a land-management control, not a hazard band
A Salinity Management Overlay applies to land affected by, or contributing to, salinity, and it reaches works and vegetation removal. The logic is catchment-scale rather than site-scale: in irrigated country, what one property does with its clearing, its drainage and its irrigation changes the water table for properties around it. So the overlay is not telling you that your block is degraded — it is telling you that decisions on your block have effects beyond it, and that the council will assess them on that basis. In practice it reaches earthworks, drainage design and vegetation removal, and it is worth a local consultant's view rather than an assumption that it is a formality.
What salinity means for a slab
The practical building consequence of salinity in soil and groundwater is on materials below and at ground level: concrete and steel in contact with saline soil or a saline water table need to be specified for that exposure, and a footing designed without regard to it will not last as long as the house above it. This is a specification question that a soil and site investigation answers, and it is one a builder from outside the district may not think to ask. Put it to them directly: what exposure classification is the slab and footing specified to, and what did the site investigation say about salinity and groundwater.
Four Mixed Use schedules
MUZ, MUZ1, MUZ2 and MUZ3 are mapped alongside General Residential Schedule 1, two Low Density schedules, Neighbourhood Residential Schedule 1, Rural Living and Rural Living Schedule 1, and an Urban Growth Zone.
