The Environmental Audit Overlay is the one to check first
Where an Environmental Audit Overlay applies, an environmental audit or statement is required before a sensitive use such as housing may begin on the land. It reflects a history of potentially contaminating use, and on a growth front converting from rural, quarrying or light-industrial activity that is exactly the land it exists for. The important part is where it sits in a project: it is on the critical path, not beside it. Neither Cobblebank nor Strathtulloh carries one. This is a search to run before you buy, not after you have a design.
No Development Plan Overlay, and one contributions plan
Cobblebank carries three Development Plan schedules and Strathtulloh one; Weir Views carries none. Where a DPO applies, an approved development plan must exist before a planning permit can be granted — so its absence removes a sequencing step that can add months elsewhere.
