Those two facts pull in opposite directions, and that tension is the whole planning story here: parts of Hawthorn are mapped for substantial redevelopment, and parts of it cannot have a window changed without an assessment.
Twelve schedules is not a detail
GRZ1, GRZ2, GRZ3, GRZ4, GRZ8, GRZ11, NRZ1, NRZ2, NRZ3, RGZ1, RGZ2 and a Mixed Use Zone are all mapped in Hawthorn. Each schedule sets its own height, garden area and setback provisions, so two blocks in the same suburb — sometimes the same street — carry genuinely different rules. If you are assessing a site for anything beyond a house, the RGZ boundary is the first line to find.

It operates on both individual places and precincts: a precinct listing assesses new work against the established character of the group, so a house of no individual interest inside one is still subject to it. In Hawthorn, with this density of mapping, assume the check is necessary rather than hoping the block falls outside.
Built Form and Design and Development Overlays
Hawthorn also carries a Built Form Overlay and a Design and Development Overlay. These set built form outcomes — height, street wall, setbacks above a podium, sometimes materials — independently of the zone. Where they stack on top of a heritage precinct and an RGZ schedule, the design problem is genuinely three-dimensional and it is not a job for a builder who works estate lots.
Flooding, which surprises people
A Land Subject to Inundation Overlay and a Special Building Overlay are both mapped in Hawthorn. LSIO reflects riverine flooding from the Yarra system; SBO reflects overland drainage flows from the council's stormwater network. Either sets a minimum floor level and can require a drainage assessment, and SBO in particular reaches blocks nowhere near open water. On an inner-eastern rebuild this is one of the more common late surprises.
Environmental Audit Overlay
Hawthorn carries an Environmental Audit Overlay, which applies where land has a history of potentially contaminating use and is proposed for a sensitive use such as housing. Where it applies, an environmental audit is required before the sensitive use may commence — a real cost and a real programme item, and one that is settled before design rather than after.
