A dense Victorian-era city centre being rebuilt around its own heritage fabric, and the two forces are mapped on top of each other.

That density means the sensible starting assumption on a Geelong block is that heritage applies. Where a schedule applies to a property, demolition and construction alike go before the council, and the assessment turns on what the place contributes to the identified significance. The number is not evenly spread — it concentrates in the older streets rather than the redevelopment sites — but the only way to know which side of that line a block sits on is the address search, and it comes before the design brief rather than after it.

Nine zone codes, from limited change to growth

General Residential schedules 1, 4 and 5; Neighbourhood Residential schedules 2, 3 and 8; Residential Growth schedules 1 and 4; and Mixed Use. A schedule is where the council varies the standard controls, so those are nine distinct sets of rules, not three zones with labels. More importantly they point in opposite directions: Neighbourhood Residential signals limited change and constrained height, Residential Growth signals substantial change. Both are mapped in a city centre measuring three kilometres across, which means the control on the land behind you deserves the same search as the control on your own.

Eight Development Plan schedules — the sequencing question

Where a Development Plan Overlay applies, an approved development plan has to exist before a planning permit can be granted for that land. Eight schedules (DPO38 to DPO45 and neighbours) is a lot for a small area, and it reflects a centre with multiple redevelopment precincts moving at different speeds. The practical consequence is about timing rather than design: where the relevant plan is approved, it is administrative; where it is not, the wait is outside your control. Establish it before a contract.

Not bushfire-prone — the only one of the three

Geelong is not mapped as bushfire-prone. Newtown and Ocean Grove, in the same council, both are. That removes the Bushfire Attack Level assessment and the construction requirements that follow it entirely, which on an inner-city block is exactly what you would expect and is one fewer investigation than the coastal and fringe suburbs carry.

Three kinds of water, and they are not the same

Floodway is land that carries active flow in a flood and is the most restrictive of the three. LSIO is land inundated by a watercourse without being the main flow path. The SBO is overland flow from the urban drainage system — surface water when the pipes are at capacity, which needs no creek at all and is the one most often a surprise on flat, fully built city land. Where any applies, a permit is required and the floor and site levels follow the floodplain or drainage authority.

Eight Design and Development schedules

Built form is controlled in detail and by location: DDO12, DDO17, DDO20, DDO26, DDO36, DDO47 and others. Height, setbacks, siting and often the treatment of a frontage. With eight schedules over a small centre, a design that satisfies one will not necessarily satisfy the schedule two streets away, and a builder's Geelong experience is only transferable within the same schedule.
